HYDRA (Avengers Endgame)

HYDRA operatives are approached by Captain America

In the end of Battle of New York, Alexander Pierce ordered Jasper Sitwell and the STRIKE team to secure Loki's Scepter. Under their disguise of S.H.I.E.L.D. agents, Sitwell, Brock Rumlow, Jack Rollins and the STRIKE operatives arrived at Stark Tower where Sitwell collected the Scepter from the Avengers. Sitwell informed Pierce that the Scepter is on its way to List; however, they were approached by Captain America, who requested the Scepter to be handed over to him, as he obtained the information that it might get stolen. Sitwell and Rumlow initially refused, but Rogers then let Sitwell know that he is also a HYDRA sleeper agent, so Sitwell did give him the Scepter.

Alexander Pierce (Avengers Endgame)

Alexander Pierce intercepts Tony Stark and Thor

Meanwhile, Pierce and the group of agents intercepted Tony Stark and Thor, demanding both Loki and the Tesseract to be handed over to them. Pierce argued that the Tesseract is a S.H.I.E.L.D. property and Loki must be tried as a war criminal; however, Thor was adamant on getting both back to Asgard. However, after Stark had a sudden cardiac arrest and a consequent chaos, Loki took an opportunity to reclaim the Tesseract and escape from the custody.[1]
