William Barrett "Bill" Foster is an S.H.I.E.L.D. agent named Goliath who chased down Winter Soldier and Red Guardian.
Biography[]
Hunting Super Soldiers[]
- "Agents and officers, shut down the airports, train stations, and bus stations. I want a hard perimeter stretching from here to Ohio. We are dealing with genetically, biologically, physically, and mechanically enhanced super soldiers. These men are trained to infiltrate and destroy. They are capable of the unthinkable. To face them is to face death."

Foster takes over of the investigation
Foster arrived at the scene of an attack on Howard and Maria Stark and took charge of the investigation. Speaking with Morales, Foster was informed about two men seen fighting at the scene who escaped with the Super Soldier Serum. Determining the two men to be super soldiers, Foster gave orders to the agents and officers present about tracking them down while also warning them of how dangerous they were.
Foster questions the super soldiers
Foster and Morales blocked off a road and began inspections of those driving by, where Foster spotted who he suspected to be the two super soldiers. Foster spoke to the two men, who claimed to be visiting their sister for her birthday, but Foster quickly saw through their deception. Foster ordered them to step out of the car, but Winter Soldier pulled a gun on Foster, who was saved when Red Guardian drove off.
Goliath chases after the super soldier
Morales pulled up behind Foster and told him to get in her car so they could chase down the super soldiers. While in pursuit, Winter Soldier opened fire at them, but neither of them were shot. Morales drove up next to the fleeing vehicle, but Winter Soldier forced them off the road. Foster got out of the car and transformed into Goliath and continued on foot after the super soldiers. However, Red Guardian leapt at Goliath and forced him to fall over, and he witnessed as the two super soldiers drove off a cliff.
Foster finds Obadiah Stane's dead body
Foster and Morales found the crashed vehicle, as well as a Thomas Guide with the map of Las Vegas missing, so they decided to head there to continue their hunt for them super soldiers. When they arrived, they found Obadiah Stane dead on the ground, making them wonder why the Starks were spared and not him. They then witnessed Winter Soldier and Red Guardian run past them, so they followed. Entering a casino, the two were cut off when Winter Soldier caused a swarm of people to gather around.
Goliath picking up Red Guardian
Foster once again transformed into Goliath, and caught up to the super soldiers. Goliath picked up Red Guardian, but dropped him when Winter Soldier used his metal arm to punch Goliath's leg. Goliath went to punch Red Guardian, who blocked him with his shield. Winter Soldier and Red Guardian then worked together to knock Goliath down. The super soldiers hid inside a building, so Foster ordered it to be surrounded, and after a fight Red Guardian escaped and Winter Soldier was captured by the Red Room.[1]

Foster tracked down Red Guardian after their encounter, to find him now living a life as a gym teacher named Bob Toledo. Foster returned Red Guardian his shield and told him that he wanted to recruit him, which Red Guardian accepted.[1]
