Agent Foster is an agent of the United States Department of Damage Control who accompanied Anne Marie Hoag in confronting Adrian Toomes' crew in the aftermath of the Battle of New York and other jobs. He also investigated Spider-Man's involvement in the Battle of London.

Battle of New York Cleanup[]
In the wake of the Battle of New York, Foster accompanied Anne Marie Hoag in confronting Adrian Toomes' Crew, who were cleaning up Grand Central Station. Approaching Adrian Toomes, Hoag informing him that he is to withdraw his men from the area as the United States Department of Damage Control had secured the contract to clean up after Avengers battles. As Toomes explains that he had the contract to clean up New York City, he was allowed to be there.
Hoag was unrelenting, however, telling Toomes to leave. Toomes started begging her to let him have the contract, as he had a family to support. Foster then spoke up, telling Toomes that he should have not "overextended himself", Toomes punched him in the face, causing the guards around Hoag to draw their guns and for Toomes to leave the area. Hoag told Toomes that he could talk to Tony Stark about the contracts if he wished.[1]
Bank Cleanup[]
In 2016, Foster responded to the scene of a bank robbery gone wrong. He talked with his agents and took witnesses stories.[1]
Damage Control Investigation[]
Arresting Peter Parker[]
In 2024, Foster assisted Agent P. Cleary with the investigation of the Battle of London, involving Spider-Man and Mysterio. Cleary and a group of the United States Department of Damage Control agents, including Foster, arrived at the Parker Residence with an arrest warrant for Parker, and despite May Parker's interference, the agents took Parker into federal custody, and also took photographs of various evidence, such as Tony Stark's glasses and the Iron Spider Armor nanite chamber. Afterwards, agents also apprehended May, Michelle Jones, and Ned Leeds, and brought them to the NYPD precinct for an investigation.[2]
Precinct Interrogations[]
At the precinct, Foster and Cleary interrogated Peter Parker, who stated that he did not murder Quentin Beck, and it was all the drones' doing. Cleary pointed out that technically, the drones were his, since Tony Stark bequeathed his technology to Parker. When Parker attempted to convince them that Nick Fury was with him and could confirm his statement, Cleary informed him that it was impossible, since Fury was off-planet for the last year, much to Parker's shock and confusion.
Cleary then moved on to speak with Ned Leeds, and asked Foster to get Leeds a snack to eat. Later that year, Foster, along with the rest of the world, had his memory of Parker erased from his mind.[2]

Trivia[]
- Foster's scene in Spider-Man: Homecoming was omitted from the comic book Spider-Man: Far From Home Prelude. There, Anne Marie Hoag tells Adrian Toomes that he could talk with his superiors immediately after apologizing with him for leaving him out from the job, and thus Hoag's men never point Toomes with their guns.[3]
