Fischer was a high-ranking general of the United States Air Force who was secretly a Hydra infiltrator alongside R. Hale, a fellow sleeper agent.

A high-ranking officer of the United States Air Force, Fischer was actually a Hydra infiltrator within the military. In the aftermath of the Battle of New York, he and other Hydra operatives found a transceiver. They used it and unexpectedly reached out to the Confederacy, an alliance between several extraterrestrial races, who gave them a Phase Harmonic Teleportation Device to meet them. Fischer kept the teleportation device in a secret vault.[1]

Fischer commits suicide to avoid capture
Fischer's identity as a Hydra operative was discovered when Gideon Malick was captured by S.H.I.E.L.D. and agreed to cooperate. The intel provided by Malick enabled General Glenn Talbot to enact the Destruction of Hydra. Facing arrest, Fischer summoned General R. Hale, a fellow Hydra infiltrator, and informed her about the ongoing talks with the Confederacy. Fischer made Hale the new head of the project. Seconds later, Talbot and a group of soldiers came to arrest Fischer. Refusing to be captured, Fischer stated the Hydra salute and committed suicide by biting a cyanide capsule.[1]

- Cyanide Pill: Like many other Hydra operatives, Fischer owned a Cyanide Pill to be used should his true allegiance be discovered so that he would not disclose any secret about Hydra. Fischer bit his capsule upon being arrested by Glenn Talbot, leading to his death.
