The Enclave was a conglomerate of scientists, each with their own private army, who used Manhattan as a test site for their weapons. However, the group became defunct when all four leaders were killed defending their bases from Hulk.
History[]
Testing in New York[]
The Enclave began as the brainchild of four scientists: the Ceres Leader, the Minerva Leader, the Vulcan Leader and the Jupiter Leader. Each one oversaw the development and deployment of weapons in their respective sector: the Ceres Sector was the organization's Chemical Weapon and Genetic Engineering Division, the Minerva Sector was the Psych-Ops Division, the Vulcan Sector was the Weather Manipulation Division, and the Jupiter Sector was the Mechanical Design Division. In order to conceal their illegal activities and test the effectiveness of their weapons, they created a front company called the Paragon Corporation. They set up bases disguised as Paragon Corporation buildings in key locations across Manhattan, often dropping strike teams into populated areas to test their newly developed weapons on the public.[1]
Rick Jones' Investigation[]
Rick Jones discovered information that the Enclave wanted to keep hidden, prompting them to target them during an attack on New York City. Hulk intervened in the attack on street level while the Enclave sent some specialists in artificial intelligence after Jones, who located him and brainwashed him using a Mind Control Device. They brought him to the top of a tall building and ordered him to jump off the edge to his death. As he was about to go through with it, Hulk spotted them and intervened. With his captors defeated, Jones came back to his senses. Hulk then turned back into Bruce Banner, whom Jones was familiar with. Jones explained to Banner that the Enclave were using Manhattan as a giant test site, so Banner agreed to help Jones defeat the Enclave.
Jones got a lead on the location of an Enclave lab, so he had Hulk destroy it. Jones then stole a tank from the Ceres Sector of the Enclave, who then went after Jones. They set up checkpoints in an effort to catch Jones, but Hulk fought through them as Jones made it to his safe house undetected. The Enclave then issued one of their tests on the public, but Hulk fought the soldiers and stopped the test.[1]
Earthquake Bomb Plot[]
The Vulcan Sector created Earthquake Bombs and planned to test them on New York City, but Jones learned about it and set out with Hulk to disarm them. Hulk carried Jones to the locations of each of the bombs and defended him from the Enclave's soldiers and mutated soldiers called Barbaria while he disarmed the bombs. Jones' sources informed him that the bombs came from a specific research facility, so Hulk and Jones traveled to the research facility and found a shield surrounding it. Hulk destroyed the generators and lowered the shield. He then destroyed the facility.
The Enclave then sent a Kyklops to kill Jones, which was defeated by Hulk. The Kyklops then activated it's self-destruct sequence, but Hulk managed to get Jones far enough away from it before it exploded. The Enclave then sent out several Assault Groups, which Hulk stopped.[1]
Stealing Nanites[]
Several Enclave soldiers stole a drum of nanites from the United States Army and put them in a garbage truck to move them safely to base. While the Army tried to recover them, Samuel Sterns realized that he needed the nanites, so Hulk managed to steal them from the Enclave.[1]
Chemical Bombs[]
The leaders of the Enclave met to discuss the threat which Hulk posed, where the Vulcan Leader said that they were prepared to deploy more Kyklops robots. However, the Minerva Leader said that they were useless, offering to use her sector's Energy Consumption Engines. The Enclave decided to deploy them around the city.
Hulk destroyed the Energy Consumption Engines that the Minerva Sector had placed around the city and threw their chemical bombs into the ocean before they catalyzed and detonated. However, while Hulk was getting rid of the large bomb, the Ceres Sector planted dozens of smaller ones throughout the city. The Enclave's leaders met to confirm that the plan would still work with the smaller bombs. Hulk attempted to clear the contaminated areas of Enclave forces, but Jones advised him to get out of there as there was nothing that they could do until they figured out how to clean up the contamination.
Jones soon alerted Hulk that the Enclave had once again occupied the contaminated areas of the city and set up Energy Consumption Engines there. After Hulk got rid of them, Samuel Sterns developed the Scrubber which Hulk then used to remove the contamination from the effected areas.[1]
Mind Control Plot[]
The Minerva Sector created a mass mind control device which their troops were shielded from. Rick Jones and Hulk traveled to an Enclave base to steal data to make a countermeasure. The base was heavily guarded by Barbaria and protected by a force field. Hulk fought against the Barbaria so that they would lower the force field and send out reinforcements, at which point Jones snuck inside. The plan worked and Jones recovered that data.
The Enclave attempted to get the data back by sending more Kyklops after Jones. While Jones escaped in his car, Hulk protected him from the attacking Enclave forces and smashed the road blocks that they had set up. Jones hid the data at a safe house, but the Enclave found it and attacked. He contacted Hulk, who came to his rescue once again.
The Enclave set up an antenna for their mind control device and started luring people toward their Energy Consumption Engines. Once they realized Hulk was freeing people from their control, the soldiers diverted the power and dropped the shields, making the tower vulnerable. They placed another antennae Times Square, this one powerful enough to cover all of Manhattan. They placed Bi-Beast, a robot recently created by the Ceres Sector, in charge of their troops. Hulk managed to destroyed the antennae and kill Bi-Beast in a fierce one-on-one brawl.[1]
Dealing with Hulk[]
The Enclave stole a gamma radiation solution from Samuel Sterns and put it in a base on the docks. They also stole Sterns' Energy Field Stabilizer and kept it in a Paragon Corporation building. Hulk, however, destroyed both buildings and recovered what they had stolen, bringing both items back to Empire State University. The Enclave tried to recover the items, but Hulk fought them off.
Rick Jones then assisted Hulk in getting rid of the Earthquake bombs that the Enclave had placed in midtown New York.
The Enclave caused an earthquake in Manhattan, but Hulk stopped the devices causing it. Wanting to end their problem with Hulk, they set up several Siege Turrets around the city which were meant to be capable of killing Hulk. Hulk destroyed one while the United States Army learned about Enclave's presence and prepared to arrest them, leading to a fight in which Enclave used the turrets. Hulk fought off both forces and destroyed the remainder of the turrets.
The Jupiter Sector created an orbital laser with the intention of killing Hulk and later other targets. With guidance from Jones, Hulk scaled a building upon which was the control dish for the satellite. Hulk destroyed the dish, causing the satellite to fall out of orbit and crash into Central Park. He then raced to the crash site and destroyed the satellite to prevent the Enclave from retrieving the wreckage.[1]
Conflict with the Military[]
Betty Ross contacted Bruce Banner and told him that her father, General Thaddeus Ross, was going to attack an Enclave base and that he underestimated their power, asking Banner to protect Thaddeus. Hulk went out to protect Thaddeus as they attacked the Enclave and took down the Enclave's forces and one of their bases.
The Enclave targeted the Hulkbusters, seeking to steal the armor which Stark Industries had developed for them. The Enclave disabled their suits, rendering them powerless to fight back. Hulk rescued them after Jones warned him of the devastation that the Enclave could cause with the armor. Afterwards, one of the Hulkbusters worked with Hulk to destroy one of the Enclave's F-POD. The Enclave's leaders held a meeting to discuss the defeat and agreed to take a more active and personal role in their conflict with Hulk.[1]
Bio-Weapon Attack[]
Samuel Sterns asked Bruce Banner to obtain a Genetic Simulator from the Enclave so that he could test the cure he had developed for Hulk. Hulk retrieved the simulator and brought it back to Empire State University, where the Enclave sent soldiers to retrieve it. However, Hulk fought the soldiers off.
Sterns informed Hulk that Enclave had unleashed a bio-weapon and that this was their chance to do a real-world test of the cure. The contamination enveloped a building in downtown New York City, and the United States Armed Forces arrived to deal with the situation and attacked Hulk. Sterns successfully used the cure on the contamination, destroying it while Hulk fought the Army.[1]
Downfall[]
Hulk hunted down the Enclave's hidden bases and their respective leaders. At each base, the leader fought back with an Enclave Hammer which granted them power over certain elements. The Jupiter Leader called forth lightning strikes, the Minerva Leader created illusions of herself, the Ceres Leader summoned Bi-Beast clones, and the Vulcan Leader attacked with orbital satellite lasers. Despite all this they were still no match for Hulk, who beat the life out of them one-by-one and turned the last of their bases to rubble, ending the threat of Enclave once and for all.[1]
