Elmer is a criminal and an employee at a dry cleaners shop that also deals with forged identity documents.
Biography[]
Tandy Bowen, who was concerned that Rick Cotton would wake up from his coma and reveal that she was the one who stabbed him, decided to leave New Orleans. Liam Walsh took her to Elmer's dry cleaners shop in order purchase fake identity to facilitate this. However, since Bowen was running from the law, Elmer stated that she would need to pay eleven thousand dollars for the required documentation. Liam offered to pay half the required amount, and Tandy left to collect the remaining money from her mother's house.
Elmer refuses to help Tandy Bowen for free
Later, Bowen returned to Elmer's without the money as it had being found and spent by Melissa Bowen. Elmer refused to sell the identity papers for anything less than eleven thousand. However, Bowen and Walsh convinced him to accept Walsh's money as a down payment, and to allow them to borrow clothing from his store in order to perform a robbery.[1]
