EKO Scorpion was an elite Sokovian paramilitary death squad which was commanded by Colonel Helmut Zemo.

Helmut Zemo during his time within EKO Scorpion
EKO Scorpion was a secret elite squad of the Sokovian army. The squad was led by Helmut Zemo from the Sokovian intelligence. After the Battle of Sokovia, Zemo left the group to plan his revenge on the Avengers, who he deemed responsible for the death of his family during the battle against Ultron.[1]
