Corporal Timothy Aloysius Cadwallader "Dum Dum" Dugan was a soldier in the 69th Infantry Regiment who was captured by HYDRA and rescued by Captain Carter. He fought alongside Carter and the Howling Commandos through World War II and helped rescue Steve Rogers from captivity at Castle de Krake.

World War II[]
Liberated[]
During World War II, Dugan and his 107th Infantry Regiment were captured by HYDRA forces. Later, Dugan and his men saw a HYDRA member fly towards them. They looked up to see a woman named Captain Carter. An impressed Dugan asked since when did women fight like her. Carter was able to break them out.
On the way out of the facility, Dugan shot at the enemy until he, Carter, and Bucky Barnes were forced to hide in a trench. Suddenly, a suit of armor came flying over them. They learned it was Steve Rogers in a HYDRA Stomper suit. Dugan was surprised that Carter was freinds with him, but Barnes claimed he was friends with Rogers too. They watched as Rogers and Carter took out the enemy, cheering for them.[3]
Howling Commandos[]
Dugan and a group of soldiers created a team called the Howling Commandos and fought alongside Carter for years. On a mission to intercept a train, HYDRA Stomper was blown up, leading to his supposed demise. The group was devestated, but fought on to try and defeat HYDRA. They approached the Castle de Krake and split up from Carter. The Commandos went to a room and found the HYDRA Stomper tied up. They gave it enough energy to power up so that Rogers could get going. He flew back to Carter. The Commandos followed him and saw the Champion of HYDRA in front of them. They shot at the enemy until Rogers picked all of them up and flying them out before Carter defeated the Champion, causing her death.[3]
