Biography[]
Capture of the Leviathan[]
Dum Dum Dugan and the Howling Commandos set a trap for HYDRA by setting a loan freighter near their target submarine, the Leviathan. The Commandos waited on a raft while Steve Rogers capture the Leviathan and surfaced it. The rest of the Commandos expressed how impressed they were with Rogers' speed, leading Dugan to ask them to be quiet and way to be sure Rogers took over the ship. Rogers then appeared and greeted the Commandos, saying that he needed more people to pilot the submarine. Dugan joked that Rogers should be able to do it himself, but Rogers said that he was a super soldier, not a super sailor.
Boarding the Leviathan, Dugan listened as Rogers reminded them of their goal to destroy the weapon they heard was being built at the HYDRA U-Base. James Montgomery Falsworth laid out a plan for attacking the base in which Dugan stayed on top of the submarine and laid a suppressing fire.[3]
Attack on the HYDRA U-Base[]
The Leviathan reached the HYDRA U-Base, but the Howling Commandos were surprised to find it empty. The got out of the submarine, and Dugan agreed that they could not be sure it was an ambush until they split up and search the base. He divided the Commandos into groups, but became frustrated to find that Steve Rogers had gone off on his own. Dugan went into the engineering department and took the plans for the complex, confused to find no one following them.
Dugan heard on the radio as James Montgomery Falsworth and Jim Morita were attacked by a Tentacle Monster and Rogers failed to save them. Rogers returned to the group, and Dugan tried to assure Rogers that they could not have stopped the mosnter altogether, but Rogers did not feel better. Rogers wanted to dive in after them, but Dugan told him that it would be unwise and told Rogers about Gabe Jones looking through the laboratory's findings. Jones said that the scientists at the base were experimenting with cellular reproduction on humans. Dugan concluded that the monster was the result of the experiment and had attacked the staff of the base. Looking at the plans, Jacques Dernier said that he could drop a bomb on top of the monster, and Dugan agreed to the plan. He said that they would need to extract Falsworth and Morita first, asking Rogers to do it.
Dugan told Rogers that he would have thirty minutes to save Falsworth and Morita, and Rogers went into the water. Dugan helped Dernier plant several explosives. Once the bombs went off, Rogers radioed that the monster had survived and that it was created by experiments with a Hydra Serum getting into the water supply and combining all the HYDRA operatives present into one being. Rogers suggested they take the monster to Howard Stark so that he could help them, and Dugan noted that HYDRA would not do the same if the situations were reversed. Rogers told Dugan that that was what made them the right side.[3]
Personality[]
Dugan is an easily frustrated individual. He was annoyed by his fellow Howling Commandos talking while waiting for the Leviathan and with Steve Rogers for consistently running off. However, he also had a great deal of patience and was willing to wait for the submarine. He approached situations with caution, wanting to wait to have all of the information before acting.

- Tactician: Dugan made the plan to rescue James Montgomery Falsworth and Jim Morita, a plan which would have been successful had Steve Rogers not realized the Tentacle Monster's true nature.
