Working for HYDRA, Decker was one of the men responding to Phil Coulson and Melinda May when they went to retrieve a painting with Kree markings on it. In route, Decker radioed Sunil Bakshi informing him that him and his team were two minutes out. When Bakshi didn't pick up, Decker tried him again.[1]
