Doctor Werner Reinhardt, also known as Daniel Whitehall, is a follower of HYDRA. He was the one who instructed Nathaniel Malick on how to transfer superpowers surgically.

In 1945, Werner Reinhardt and other members of HYDRA were captured by SSR.[2] In 1976, Daniel Whitehall was still in prison when a security guard associated with him was contacted by Nathaniel Malick. Whitehall was then informed that Malick was interested in his research on how to transfer superpowers surgically and he wanted to find out if it worked.[1]
Whitehall decided to help Malick, a member of an influential family in HYDRA, giving him the instructions related to his research, and told him that discovery would require experimentation.[2]
