Agent Daniel Lyons is a former Hydra agent who was undercover as a part of S.H.I.E.L.D.'s STRIKE team.

Lyons and Brock Rumlow listed to Captain America
Daniel Lyons was recruited by Hydra and went undercover at S.H.I.E.L.D. where he joined the STRIKE team led by Brock Rumlow. In 2014, Lyons accompanied the STRIKE team on a mission in the Indian Ocean to recover the Lemurian Star, which had been hijacked by Georges Batroc and his pirates. Lyons was present for the debrief where Captain Steve Rogers gave orders. During the mission, Lyons took a rope and dropped down the side of the ship where he waited for Rogers' mark. At his word, Lyons and the others opened fire on the pirates, saving the S.H.I.E.L.D. hostages.
Lyons and STRIKE are defeated
Later, under orders from Hydra leader, Undersecretary Alexander Pierce, Lyons accompanied the STRIKE team to an elevator in the Triskelion where Rogers was. Nervous about the inevitable encounter, Lyons gripped his Taser Rod tightly, which Rogers noticed. The elevator doors opened up two more times to let more STRIKE team members in, surrounding Rogers. Breaking the tension, Rogers asked if anyone wanted to get out. Agent Jack Rollins responded by arming his Taser Rod and swinging. This started a scuffle where Lyons attacked Rogers only to be punched and thrown into the wall, knocking him out.[2]

Lyons runs from Falcon
When S.H.I.E.L.D. collapsed, Lyons joined Brock Rumlow, who was caught in the destruction of the Triskelion, causing him to become the disfigured criminal known as Crossbones. Attempting to get a bioweapon, Crossbones led Lyons and the group to Lagos where they raided the IFID Headquarters. While escaping, Lyons tried to outrun Falcon, but it was no use as Falcon came in from behind and hit Lyons with a flying knee kick, incapacitating him.[3]

- Marksman: Lyons used his rifle to shoot at the pirates on the Lemurian Star.
- Combatant: Lyons was skilled enough to be tasked with fighting Steve Rogers. However, Rogers was able to defeat him.
