Origin
The Crimson Bands of Cyttorak were forged by blacksmiths in Babylon in the 900s BC.[3] and were stored by the Masters of the Mystic Arts in the New York Sanctum along with the Cloak of Levitation.[4]
Battle at the New York Sanctum

Doctor Strange acquires the Crimson Bands
During the Battle, a new sorcerer, Doctor Strange had just acquired the Cloak of Levitation. As Kaecilius threw Strange through the Sanctorum, Strange noticed an axe on the wall near him. Desperate for a weapon, he ran over to grab it, only for the Cloak to notice the Crimson Bands of Cyttorak on the other side of the room. The cloak managed to convince Strange to use this relic instead. Unsure of how to use it, Strange simply threw the device at his enemy, which trapped and restrained him.

Kaecilius being trapped by the Crimson Bands
Strange removed the mouthpiece of the device so he could understand what Kaecilius was saying. Soon after, Kaecilius' followers, the Zealots attacked Strange, forcing him to retreat. The Zealots then destroyed the device, freeing Kaecilius.[4]
