Colonel Chester Phillips was a Colonel in the United States Army who worked on Project Rebirth.

Colonel Chester Phillips was the officer in command of Project Rebirth a secret project in the Strategic Scientific Reserve aimed to create a series of super soldiers for the United States Army with the Super Soldier Serum created by Doctor Abraham Erskine. During World War II, due to the success of the Axis powers in taking over Paris, France, Phillips agreed to test the serum with a subject, and Erskine chose the sickly and skinny cadet Steven Rogers.[1]
Interrupted Test and Death[]
The day of the test, Phillips attended the event alongside other of his fellow military officers, including Colonel John Flynn and Allied agent Peggy Carter, who watched with him how Abraham Erskine, aided by Howard Stark, prepared Steven Rogers to be transformed into the first super soldier. Phillips talked with some scientists while Erskine asked Carter if she wanted to see the experiment from afar, though Carter chose to stay.
However, as Erskine explained how the Super Soldier Serum test subject would be subjected to Vita Radiation to avoid him from suffering an uncontrollable growth, the German assassin Heinz Kruger detonated a bomb near the experiment's platform, killing Erskine and some scientists of his.
Phillips is shot by Heinz Kruger
As Phillips recovered from the explosion's shock, Kruger ran towards Rogers to retrieve a vial with the serum but to avoid anyone from stopping him, turned back and shot Phillips, killing him. The colonel's death was soon avenged by Carter, who shot Kruger and ultimately subjected herself to the serum after Rogers was wounded beforehand, transforming herself into the first super soldier instead: Captain Carter.[1]

- Strategic Scientific Reserve Brooklyn Facility: Phillips supervised Project Rebirth from the Strategic Scientific Reserve's facility in Brooklyn. He survived the attack on the project and got upset when Captain Carter entered the Rebirth Pod.
