The Chase of Victor Ramon was an unauthorized S.H.I.E.L.D. mission carried out by Elena Rodriguez to seek out former high-ranking police officer Victor Ramon, who was responsible for assassinating her cousin.

In the early stages of the Inhuman Outbreak, Elena Rodriguez underwent Terrigenesis, gaining superhuman speed in the process. She and her cousin Francisco decided to use this power, which Elena considered a gift from God, to fight against the corrupt officers of the National Police of Colombia that plagued the lives of many innocent people. Thanks to the assistance of S.H.I.E.L.D., Elena was able to have the head of the illegal operations, Victor Ramon arrested for his crimes. However, her cousin Francisco was killed by Ramon in the process.[3]

Ramon eventually got out of jail and allied with the anti-Inhumans group known as the Watchdogs, to whom he intended to sell an 0-8-4 he had stolen. Elena, who had become a S.H.I.E.L.D. agent, decided to find him and exact revenge for the death of her cousin.[4] However, she had to work under new protocols and a new Director, Jeffrey Mace, who insisted that she went through all the process defined by her signing of the Sokovia Accords. Unwilling to wait, Elena stole Mace's credentials,[5] and used them to perform a facial recognition scan which located Ramon in Baltimore.[6] Elena's deeds were uncovered by Melinda May, who warned her that she could be caught but chose to let her go nonetheless.[7]

"S.H.I.E.L.D. assigned you to go after that weapon?"
"No, they assigned me to paperwork. S.H.I.E.L.D. doesn't know about this. I'm here for Ramon."

Upon arriving in Baltimore, Yo-Yo Rodriguez immediately tracked down Victor Ramon and confronted him about his past crimes after stealing his weapon and threatening him. However, Ramon was unimpressed by Rodriguez, and mocked her attempts to do justice by herself, stating that she abused her powers just like Ramon and his fellow corrupt officers from the National Police of Colombia had. Ramon was subsequently able to distract Rodriguez long enough for her to be captured by his men.[7]

Rodriguez was brought to Ramon's meeting with the Watchdogs, during which he was supposed to sell the Victor Ramon's 0-8-4 he had stolen to the anti-Inhumans movement. Ramon intended to demonstrate the power of the device on Rodriguez, but before he was able to activate it, the warehouse was stormed by Quake, another Inhuman who had left S.H.I.E.L.D. and engaged in a vigilante career to hunt down the Watchdogs. Quake released Rodriguez from her cuffs and the two women were able to take cover from the Watchdogs attacking them.

With Quake to cover her, Rodriguez went after Ramon who attempted to escape. Once again holding him at gunpoint, she declared that she would kill him as justice for the death of her cousin.[8] However, this caused Ramon to laugh at her again, stating that she would be no better than himself if she went through with her idea. Realizing that he was right, Rodriguez lowered her weapon, but a Watchdog sneaked behind her with the 0-8-4 and activated it.

Using her superhuman speed, Rodriguez was able to avoid the energy blast of the 0-8-4 and seized the device from the Watchdogs. However, the shot directly hit Ramon, who had been standing in front of Rodriguez, and his body simply disintegrated upon being touched. Rodriguez chose to let the Watchdog go and returned to find Quake as S.H.I.E.L.D. was arriving on the scene. Rodriguez informed Quake of Ramon's demise before Quake left before S.H.I.E.L.D. could find her.[1]

Yo-Yo Rodriguez remained in contact with Quake during the latter's personal crusade against the Watchdogs, even though Rodriguez's colleagues and friends from S.H.I.E.L.D., most notably Alphonso Mackenzie and Phil Coulson, were actively looking for her. Rodriguez provided Quake with supplies and information such as the Rapid Bone-Healing Pills to help her in her vendetta.[9]

Once Quake agreed to return to S.H.I.E.L.D., she and Rodriguez figured out that they should erase the data embedded in Rodriguez's watch and proving that she had been on a rogue mission in Baltimore. They thus infiltrated into Jeffrey Mace's office to manipulate the data and set their stories straight so no one would suspect that Rodriguez had violated the Sokovia Accords.[1]
