Charles "Charlie" Spencer was an American citizen and an early-stage engineer who was killed in the battle in Sokovia.

Spencer was raised by his mother Miriam, a member of the State Department. After getting a degree in computer engineering, he decided to spend his summer in Sokovia and help build sustainable housing for the poor.
Eventually, Spencer started working in the capital city of Novi Grad and witnessed the Avengers fight the rogue artificial intelligence Ultron, who used vibranium-based technology to lift a large section of the city skyward. During the conflict, Spencer was crushed to death by rubble from a collapsing building.[1]

Spencer's death caused his mother to confront Tony Stark about the Avengers' actions without restrictions. This lead Stark to agree with the Sokovia Accords as he came to believe the Avengers would be no better than villains if they did not exercise or have restraints.[1]

- In the comics, Damien Sharpe was a kid who attended elementary school in Stamford, Connecticut, and was killed in the explosion caused by Nitro. His mother, Miriam, managed to change Tony Stark's views on the Superhuman Registration Law by giving Stark Damien's favorite toy, an Iron Man action figure, and became an advocate of Iron Man's stance on the law.
- Charlie Spencer's name is a reference to Robert Downey, Jr.'s portrayal of Charlie Chaplin in the 1992 film Chaplin.
