Secretary James Buchanan "Bucky" Barnes is a former Sergeant in the 107th Infantry Regiment and best friend of Steve Rogers. He was captured by HYDRA and later freed by Captain Carter. He then joined the Howling Commandos and fought alongside Carter and Rogers for the remainder of World War II. Years later, Barnes participated in the foundation of S.H.I.E.L.D. and became the U.S. Secretary of State.

World War II[]
Liberation of Allied Prisoners of War[]

During the World War II, Bucky Barnes joined the 107th Infantry Regiment and fought against HYDRA, however, he ended up being captured. Barnes was held at HYDRA Base Camp C3, together with Dum Dum Dugan, and other soldiers, before they heard the explosions and gunfire outside the facility. Captain Carter fought her way through HYDRA soldiers and liberated Barnes with other prisoners, saying that she was sent by Steve Rogers.
Barnes, Carter, Dugan and other prisoners then broke out the facility, fighting HYDRA soldiers on their way, before Carter requested an air support. To Barnes' surprise, Rogers was the one who responded and then arrived at the battlefield in the armored suit, taking down HYDRA forces. While Barnes and Dugan were still confused, Carter and Rogers successfully destroyed HYDRA tanks and footsoldiers attacking them, while Barnes jokingly remarked that Rogers cannot even drive a car, but is pilotting an advanced armor. Barnes and the soldiers then cheered for Carter, but she replied that they still have a war to win.[2]

Barnes joined Howling Commandos, led by Captain Carter, together with Steve Rogers, Dum Dum Dugan, Gabe Jones, Jim Morita, James Montgomery Falsworth, and Jacques Dernier. While staying in London before a mission, Barnes stole a jeep and drove to Whip & Fiddle to pick up Carter and Rogers, although Howard Stark noticed that he interrupted them. Later, the Howling Commandos arrived at Austrian Alps, where they received an intel about the train with the Red Skull aboard.
Barnes commented that if they mission succeeds, they can end the war, although he could not feel but to feel suspicious about it. As Rogers hindered the train, the Commanded deployed onto it, as Barnes nearly fell over but Carter managed to grab him by his arm and pull him back. However, it turned out that it was a HYDRA's trap, as the train was rigged with the explosive. Barnes and other Commandos managed to get out of the train in time, however, Rogers was lost in the explosion and considered killed in action, to Barnes' horror. While Carter was still calling for Rogers, Barnes noticed an avalanch coming they way and told Carter that they need to go.[2]

Back at the Strategic Scientific Reserve Headquarters, Captain Carter interrogated Arnim Zola and found the headquarters of HYDRA's operations being Castle de Krake in Germany. Carter informed the Commandos that the Red Skull's plan was too use the Tesseract to unleash an inter-dimensional force and dominate the world, which Barnes was rather skeptical about. Carter voiced her plan to attack the castle and stop HYDRA, which Barnes supported, as a tribute to his fallen friend.
Barnes and the Commandos then attacked the castle, taking down the HYDRA soldiers on defense and providing a cover for Carter. Once the guards were taken care of, the team slip up, while Carter and Howard Stark went upstairs, Barnes and the Commandos headed downstairs. Fighting through remaining HYDRA soldiers, Barnes discovered that Rogers was still alive, being captured by HYDRA, together with his armor. Barnes rushed to help his friend and asked the Commandos to help him get Rogers out of there, but Rogers protested and asked Barnes to get him in the armor.
Although the Tesseract was removed, Rogers said that generator should be enough to power it, which Dum Dum Dugan called crazy, but Barnes knew what kind of man Rogers was. As Rogers was back in action, Barnes and the Commandos rushed upstairs to aid Carter, but found her fighting the Champion of HYDRA. Barnes and the Commandos opened fire at the Champion, before it let out a screech that incapacitated the Commandos and Stark. Carter called out for Rogers, who quickly evacuated Barnes and the others out of the castle, before returning to fight together with Carter.[2]
Post-War Life[]
Continued Peacekeeping Efforts[]
Barnes and Steve Rogers continued their battles with HYDRA, destroying every HYDRA base on Earth in the process. However, during their last mission in Argentina in 1953, Rogers was apparently killed in action, devastating Barnes. He later retired from active duty and married a wife, with whom he had children.[3] Eventually, he founded S.H.I.E.L.D. with Howard Stark, Hank Pym and Janet van Dyne.[4] By 2014, Barnes had been appointed to the position of United States Secretary of State, as well as a member of the World Security Council.[3]
Attacked by the HYDRA Stomper[]

While in a meeting with the World Security Council, Barnes was interrupted by Brock Rumlow and STRIKE, who informed him that there might be an attempt on his life. At that moment, they witnessed the HYDRA Stomper appear outside and upon fire on them. They were saved by Captain Carter, allowing Barnes to get to safety.
Carter informed Barnes that Steve Rogers was in the suit, so he told her how the suit was powered. The HYDRA Stomper found them, so Carter directed him away as STRIKE guided Barnes to the rooftop. The HYDRA Stomper cornered Barnes, but when Black Widow was about to fire upon him, Barnes stood in her way. Barnes attempted to speak to Rogers and get him to remember who he was. However, it did not work and the HYDRA Stomper went to kill Barnes, but was again saved by Carter, who he wished good luck as she tried to help Rogers.[3]
