"Dr. Jane Foster, this is S.H.I.E.L.D.! If you do not answer we will–"
―Brock Rumlow to Jane Foster[src]

Brock Rumlow arrived at Las Vegas, Nevada with Maria Hill and a group of S.H.I.E.L.D. agents to investigate Thor and his galactic party. Rumlow and Hill headed to the hotel to speak with Jane Foster who was the first one to report about the extraterrestrial activity, so S.H.I.E.L.D. brought her as the consultant. Foster and Darcy Lewis were brought onboard of the Helicarrier to discuss the situation with Thor before Rumlow handed Hill the Transmitter Pager as their "last resort."

Hill used the Pager to summon Captain Marvel, however, she could not stop Thor and his party on her own. During their confrontation in Siberia, Hill ordered Rumlow to prepare the nuclear bombs and hit Thor with them in case Captain Marvel fails again. Despite Phil Coulson's protests, Rumlow reported to Hill that bombs were ready to drop, however, before Hill ordered a launch, Thor was confronted by Frigga's projection. Noticing Thor's reaction on his mother, Hill called off the launch, to Rumlow's mild annoyance, as he wanted to launch the bombs at least once.[2]
