Agent Brock Rumlow is a Hydra sleeper agent who had been posing as a S.H.I.E.L.D. agent and a STRIKE commander. Rumlow was tasked with securing the Scepter in the wake of the Battle of New York and bringing it to List, but the Scepter was intercepted by Steve Rogers.

Securing the Scepter[]

In 2012, Rumlow, alongside Jasper Sitwell, Jack Rollins and the rest of their STRIKE team, had taken possession of the Scepter after the Battle of New York. They then made their way into the elevator to deliver it to Doctor List so that it could be studied by their scientists, but were intercepted by Steve Rogers, unaware he was from 2023. Sitwell and Rumlow then gave the STRIKE team cues to arm their weapons, believing that Rogers' presence could sabotage their covers as Hydra operatives.
Rumlow refuses to hand over the Scepter
Even after Rogers claimed that Alexander Pierce had personally sent him to claim the Scepter, Rumlow refused to hand it over to him. As Sitwell had then threatened to call Nick Fury, Rogers uttered "Hail HYDRA" into Sitwell's ear, to confirm he was a HYDRA operative as well, which shocked both Rumlow and Sitwell. While they still remained in disbelief, Rumlow handed Rogers the Scepter, who had proceeded to leave them inside the elevator with nothing to deliver.[2]

- Scepter: Rumlow took the Scepter with the STRIKE team, planning to deliver it to Hydra. However, Steve Rogers arrived and took the Scepter from Rumlow, tricking the agent into thinking that Rogers was a member of HYDRA as well.
Facilities[]
- Stark Tower: Rumlow went to Stark Tower in the aftermath of the Battle of New York to retrieve the Scepter for Hydra. However, he was interrupted by Steve Rogers, who pretended to be in HYDRA to retrieve the Scepter for himself.

Behind the Scenes[]
- Due to Marvel Studios killing off Crossbones in Captain America: Civil War despite originally signing a seven-picture deal, Frank Grillo refused at first to return for Avengers: Endgame. Grillo ultimately returned because of his son's insistence in him reprising the role whether his appearance was short or not.[3]
