William "Bill" Norris is the brother of Mortimer Norris.

Biography

Bill Norris was a local criminal in New York City who was arrested by New York City Police Department. Misty Knight personally contributed to his arrest and Norris was founded guilty and imprisoned at Dannemora Penitentiary.^[1]

• In the comics, William Norris gained fish-like physiology like his brother Mortimer. He was a member of Tilda Johnson's gang the Rivals and fought against Luke Cage.
