Steve Rogers went to a recruitment center in Bayonne, where he saw reports about an attack in a Norwegian town. As he reached the front of the line, the recruitment officer looked over Rogers' file and told Rogers that he was ineligible to join the military. Upset, Rogers returned to New York City.[1]
