Baron Helmut J. Zemo was a former Sokovian nobleman and the leader of the Zombie Apocalypse survivor community located on the Raft. Zemo's plan to use the Raft as his own fortress where he could sacrifice heroes failed when Namor destroyed it. Forced to team up with the heroes, Zemo traveled to New Asgard when the Red Queen attacked, resulting in Zemo being killed by an Asgardian who had become infected.

City on the Sea[]
Welcoming the Heroes[]
When the Zombie Apocalypse broke out and most of the humanity started turning into zombies, Baron Zemo took control over the Raft and transformed it into a safe haven, known as the City on the Sea. With John Walker aiding him, Zemo established himself as a beloved leader of the survivor community, who decides who is allowed it or not. The City on the Sea had many problems with Namor and the zombified Talokanil, but Zemo learned to ward them off by feeding them human flesh.
When two group of superpowered survivors started making ruckus at the New Orleans checkpoint, Zemo came to see them in person, breaking up their fight. Zemo was told by Walker that Shang-Chi and his group brought a batch of cows as a tribute, which interested in him. Knowing that Shang-Chi and his allies had a reputation as heroes of the open road, Zemo expressed his disdain towards heroes and the dangerous ideas they hide. Shang-Chi assured Zemo that they would not bring any trouble, and Zemo did allow him and his group to come aboard, as long as they respect the piece he cultivated. The other survivors group, led by Kamala Khan and Red Guardian also vowed to respect Zemo's rules, which satisfied him, and they were also allowed onboard.
On Zemo's orders, the Raft sailed away and the newcomers started making themselves comfortable in the holding cells that were repurposed as living quarters. Zemo then presented himself to the cheering crowd and announced that the Raft would be entering open sea, away from the zombie-infested land. He told the survivors to savor the feeling of safety and commented on how many of the Raft residents went through serious hardships and sacrifices to make it there. Zemo then implored the survivors to take a moment to honor the ones they have lost on their journey and said that they will honor them by taking safety in the ocean depths.[3]
Namor's Attack[]
Later, Zemo came to the command room and joined John Walker, who poured him a glass of Vulgarian Whisky. Walker commented on the zombified Talokanil trying to break inside, but Zemo was not concerned, as the Raft was constructed to contain the most powerful beings on Earth. When Walker asked what were they to do if Namor himself decides to show up, to which Zemo said that he allowed the heroes onboard for that exact situation.
That night, Zemo initiated lockdown at the Raft, locking every resident in their rooms and preparing a prisoner injection protocol, intending to use Kamala Khan and her allies as the sacrifice. He came to them personally and told them that feeding Namor was the only way to stop him from tearing the Raft apart and assured them that they would be remembered as heroes. Despite Khan and Red Guardian protesting, Zemo ordered to eject their cell into the ocean, so Namor would get them.
As other residents voiced fear and concern over the situation, Zemo and Walker calmed them down, saying that they promised to protect the City. Zemo then saw Shang-Chi and Katy Chen trying to break out, and told the others that another group of heroes were ready to sacrifice themselves for the City's sake. Zemo told the residents to trust him and he would ensure their safety, right before the Noor sphere with Khan's group inside penetrated the Raft's wall, knocking Zemo down. Namor and the Talokanil made their way inside as well and attacked the survivors, before being confronted by the heroes and the Raft's security forces.
Zemo ordered everyone to save themselves and run for the escape pods, as he and Walker rushed out to safety while the battle was going down and many people lost their lives. Zemo then looked at the heroes fighting the zombies and told them to reap what they have sown and locked the door behind him before Yelena Belova could reach it. Zemo and Walker locked themselves in the command room and worked on preparing the life pod, but it malfunctioned and Zemo needed to get to the manual override. Not too long after, the door to the command room could not withstand the pressure and broke down, causing the heroes and Namor to get inside.
As Namor was fighting the heroes, Belova grabbed Zemo and asked what was the issue with the life pod, and he explained that the system needed to be manually rebooted. With Zemo pointing her towards the computer, Belova ran off there, before Walker was massacred by Namor, to Zemo's horror. Eventually, Khan managed to kill Namor and the door to the life pod finally unlocked, so Zemo instructed everyone to get inside immediately. However, Belova decided to stay back and sacrifice herself, so her friends would be safe, ejecting the pod with Zemo and others into the ocean. While Red Guardian was heartbroken at the loss of his daughter, Zemo asked where should he take the pod, so Shang-Chi told them to set course to New Asgard.[3]

Eventually, the life pod reached the Norway shores and everyone got out, although Zemo ended throwing up, which prompted a comment from Jimmy Woo. Zemo had to explain that he had a sensitive stomach, before everyone headed towards New Asgard, witnessing multiple zombies impaled by wooden stakes. As they reached the gates, Zemo saw a lone zombie approaching them and told the heroes to take care of him, although Katy Chen and Shang-Chi were hesitant to get their rings dirty, to Zemo's annoyance.
The zombie was soon killed by Valkyrie, who stepped forward and demanded Zemo and others to walk away if they did not have an invitation. Blade Knight was able to placate Valkyrie by letting her talk to Khonshu, although the others could not see anything besides Valkyrie talking. Zemo exasperatedly talked about how much he missed the Raft, before Valkyrie finally opened the gates and allowed them inside New Asgard. Stepping through the grand hallway, Zemo looked around the Asgardian architecture, while Kamala Khan tried talking to Valkyrie about borrowing a spaceship.
Their conversation was interrupted when they witnessed Asgardians merrily feasting and partying, as well as Thor, who completely lost any will to fight and sat motionlessly on the throne. Valkyrie told Shang-Chi that Thor was not the one who provided food to Asgardians, instead the feast was provided by the Queen of Sokovia. Zemo immediately found it very suspicious, remarking that Sokovia never had a queen, before Wanda Maximoff showed up. Zemo and others prepared to fight, knowing that Maximoff was actually the Queen of the Dead, but Asgardians responded by defending her.
Zemo gets killed by a zombified Asgardian
Maximoff assured everyone that it was a simple misunderstanding and pointed out that she was not a zombie, so Khan and others lowered their guard a little. Maximoff admitted that she was infected, but managed to regain her former self and could fix the word with, if she was not denied the power to do so. As she talked about waging war on the one hoarding the power she needed, Zemo and others witnessed Asgardians turning into zombies, as the food that Maximoff brought was actually zombie flesh. As the battle between the survivors and the zombified Agardians broke out, Zemo remarked that he deeply regretted meeting all of them, before an Asgardian attacked him from behind and ripped the heart of his cage, killing Zemo.[4]
