The Attack on Avengers Tower was an attempt by Justin Hammer to steal Hulk's blood in order to become superpowered.

Justin Hammer introduced his Hammer Drones during the Stark Expo, however, they went haywire and almost destroyed the whole expo. Due to the efforts of Iron Man, Hammer was arrested and imprisoned at the Seagate Penitentiary, from where he would plan his revenge.[1]

Justin Hammer takes over the Iron Legion
On Christmas Eve, Justin Hammer infiltrated the Avengers Tower, where he had Rusty Vyacheslav and Sergei to take all present employees and guests hostage. Vyacheslav took a tablet from a Stark Industries employee and gave it to Hammer, which he used to hack into the Tower's mainframe and take all systems under his control. Several Iron Legion drones responded to the security breach and flew in to the main hall, but Hammer reprogrammed their controls, taking the Iron Legion under his command. Hammer then brought his henchmen to the laboratory with the sample of Hulk's blood, which he intended to use to become a superhero that can rival the Avengers.

While Hammer's henchmen were trying to break into the lab, Happy Hogan contacted Maria Hill and informed her of Hammer's plans, while she was avoiding the Iron Legion. While sending Hogan to secure the blood sample, Hill confronted Hammer at the Tower's penthouse and ordered him to surrender peacefully. However, Hammer had the Iron Legion drones to attack Hill from behind, neutralizing her. Meanwhile, Hogan managed to sneak into the laboratory through the ventilation but failed to stay unnoticed by Hammer's henchmen. While he did find the blood sample, he was startled by the henchmen trying to break into the laboratory, which resulted in Hogan accidentally getting injected.

As the Iron Legion and the henchmen breached the laboratory, Hogan rapidly started to mutate, but he managed to escape. As Hill could not operate due to a broken leg, she contacted Hogan and told him to stop Hammer on his own, before Hammer took her as his captive. While hiding in a locker, Hogan tried to contact the Avengers and inform them of the situation, none of them were able to hear him out. With no choice left, he contacted Darcy Lewis who was outside the Tower, asking her to get in and reactivate J.A.R.V.I.S., so they could stop Hammer. While Hogan was fending off the henchmen, he managed to evade them once again, before fully transforming into a Hulk-like being.

Lewis managed to make it to the mainframe, where she managed to access the Tower's backup AIs, however, the Iron Legion found and captured her. Hammer contacted Hogan, telling him to come to the penthouse if he wanted to save Lewis, as he still needed the Hulk blood from his body. Hogan made it to the penthouse, using one of Hawkeye's trick arrows as a distraction, while he attacked the Iron Legion from behind. Vyacheslav and Sergei fleed the Tower, being terrified of Hogan, so Hammer gained access to the Avengers armory to level the field. Hogan liberated Lewis and Hill, having them reactivated the Tower's AI, while he went after Hammer.

Moving through the remaining Iron Legion drones, Hogan caught up to Hammer, however, he accessed Veronica and summoned the Hulkbuster Armor to take Hogan down. While they were fighting, Lewis and Hill uploaded W.E.R.N.E.R. into the Tower's system and ordered him to disengage the armor or contact the Avengers, however, he turned out to be way too rebelious to comply. Although Hammer used the armor to gain an upper hand, Hogan managed to turn the fight around and beat Hammer down. At that moment the Avengers arrived at the Tower and attacked Hogan, assuming that he was an enemy, until Black Widow saw through him. Iron Man disabled the Hulkbuster armor and Hammer almost fell down from the top of the Tower, but Hogan saved him in time.[1]

With Justin Hammer stopped and the Avengers Tower being retaken, the Avengers joined Happy Hogan, Maria Hill and Darcy Lewis for celebration. Later, Thor arrived at the Tower, but seeing the destruction the Tower suffered, he remarked that he must have missed the whole party.[1]
