Secretary Alexander Goodwin Pierce is the leader of HYDRA who also oversees S.H.I.E.L.D. After the Battle of New York, Pierce confronted the Avengers, demanding that Loki and the Tesseract be handed over to him, although he failed to succeed.

Confrontation with the Avengers[]
In the aftermath of the Battle of New York, Alexander Pierce instructed his subordinate Jasper Sitwell and a HYDRA-aligned STRIKE team to head to Stark Tower in order to secure the Scepter from the Avengers, while Pierce stationed himself in the lobby in order to regain possession of the Tesseract. Pierce soon received a call from Sitwell that their acquisition was successful and that the Scepter would be delivered to List as planned. Pierce, along with his loyal S.H.I.E.L.D. agents, conversed with Thor and Tony Stark as he demanded that they relinquish custody of both the Tesseract and Loki. Thor noted that Loki, an Asgardian war criminal, would be served justice on Asgard by Odin.
Pierce refused to listen to Thor and ordered Stark to hand over Loki and the artifacts to S.H.I.E.L.D., even having a small scuffle with Stark over the Tesseract's briefcase. Suddenly, Stark fell into cardiac arrest, and as Pierce and several of the surrounding agents tended to the dying Stark, requesting medical attention. Meanwhile, a man posing as a S.H.I.E.L.D. agent took possession of the Tesseract, only to be knocked aside by Hulk and causing the Tesseract to fall into Loki's possession. The surrounding onlookers, including Pierce, were aghast when Loki suddenly vanished, teleporting away and escaping from S.H.I.E.L.D. confinement.[1]

- Screenwriters Stephen McFeely and Christopher Markus originally proposed to have Nick Fury or Maria Hill fill in Alexander Pierce's scene of Avengers: Endgame if Robert Redford had been unavailable, as he had retired from acting since the release of The Old Man & the Gun.[2]
