Project Insight[]

Being a high-ranking HYDRA mole within S.H.I.E.L.D., Alexander Pierce intended to use Project Insight to establish HYDRA's dominance over the entire world. As Captain America and Black Widow became prominent threats to his plan, Pierce authorized a manhunt for both of them, ordering Brock Rumlow and the STRIKE team to take them down. However, both of them managed to escape from the Triskelion, so Pierce activated Winter Soldier ordering him to find and eliminate both Captain America and Black Widow.[3]
