It has to be Scorpion. Kingpin would be fine although he's getting a bit overused, and Black Cat should be there, not as a main villain, but as an anti-hero to lure Peter more to the dark side, which could set up him losing everything, having the Symbiote Suit, and being tempted by Black Cat in Spider-Man 5. Overall, I think the main villain can't be anyone but Scorpion, since most of his villains have already been used in No Way Home, and of Scorpion and Venom who have been set up as villains, Scorpion means likely to happen first.
None of these should be in these 2 movies, except Adam Warlock and Namor.
Cloak & Dagger and the Defenders obviously, but maybe some old villains like Vulture or Ultron.
Imagine if after Guardians of the Galaxy 2, they just went like, "NOPE, it wasn't actually Thanos we were setting up, there's a different guy instead"

My opinions:
1. I think K'un-Lun is gone forever, except for Davos, Danny, Shao-Lao and maybe a few survivors.
2. Elektra is definitely coming back.
3. The Hand will probably never come back considering how much they were hated the first time.
4. Unfortunately she probably won't be used again, but she could be done well.
5. Luke Cage not getting a third season is really unfortunate because we know that he's gonne be in DD: BA, and him having a criminal empire would've been big in Luke Cage season 3, but because Luke will appear in DD: BA, they might have to address never address that or gloss over what could've been an indept storyline. I hope he acts moreso villainous and rageful at the start of the show.
6. I don't think that will be brought up again because that was canonical at least 5 years prior to DD: BA, so I think Frank will have just be doing Punisher stuff been doing Punisher stuff between 2019 and 2025.
7. Iron Fist and Luke Cage's cancellation is really unfortunate because they were clearly setting up big stuff for their third seasons so now they have to just gloss over most of it. I have no idea how they will address this in DD: BA, assuming Iron Fist appears at all.

There is so much wrong with this, How are Doctor Strange, Ms. Marvel, Gamora, Peter Quill, Bucky and Shang-Chi in "No Way" but Ultron and Magneto are in "Perhaps" and Wolverine is in "Definitely"
I feel bad for him. He was beaten up constantly by Daredevil, Jessica Jones, Luke Cage, Iron Fist, and Punisher.
Defenders because it includes all of them. If not the Defenders then Iron Fist or Luke Cage since they both end in cliffhangers.
I expect Doctor Doom to be set up but not be a main villain.
