Villains always killed the innocent. And that was the morale. Even Black Panther said that he let his vengeance took control of him and Zemo did not denied it.
He did not sought justice... he just wants revenge. To destroy the Avengers as his personal revenge and destroy all traces of super soldier as he find them too dangerous to be left alone. Even Bucky agree with that.
