I honestly think it's Mysterio because he seems the one who had the most influence in the trilogy. The Vulture didn't really seem to have any influence in Far from Home and No Way Home but Mysterio had a lot of influence in No Way Home

If Steve and Bucky don't make a surprise appearance in the movie, there will have been no character who appeared in all Captain America movies. The only characters who appeared in all 3 Captain America movies for now are Steve, Bucky and Stan Lee. Stan Lee obviously died. That's why I didn't include him

Also how did Sandman know about Green Goblin and Doctor Octopus' deaths even though their deaths didn't seem to have been made public in Tobey Maguire's Spider-Man movies?

I honestly think Doctor Octopus figured out Norman was the Green Goblin by himself. I think he realized the Green Goblin stopped appearing in New York the same day Norman died and he put together both of them were the same person

I also honestly think Green Goblin's identity and Doctor Octopus' death were made public sometime after Spider-Man 3. Sandman just said it was all over the news but he never said where or when he found out about that. I find it very possible he found out after Spider-Man 3
