TV show is more like GTA style open world. You can go undercover and join Hydra.
If Agent Carter show continues, it may happen. I'm kind of disappointed the show didn't go the direction of founding Shield. The show wasted too much time on Carter's pre-Shield, SSR low rank career and it contradicted the one-shot end. The show should start with her building Shield and do the stories before Fury's time.
Bad guys team up is cool idea but MCU wasted it many times to make a team or alliance with villains like Red Skull, Loki, Ronan, Ultron. If it uses those leftover (whom movies didn't kill) to make a team, it may feel like a cheap version of Suicide Squad and it doesn't feel that cool. Thunderbolt team sounds like a good idea for Disney+ but maybe not suit feature movie. I prefer it's built with selected quality characters than recycled defeated ones.
The movie made me believe he is a good guy. It's very unconvincing he became bad guy. I don't care what's he like in comics. They are not same character anyway.
