The time jump accounts for the 5 years where half of all humans were turned into dust. I'm assuming the discrepancy in time was to tell stories about the characters that were dusted, because telling a story about the Guardians in 2023 would involve Nebula, Rocket and some piles of dust.

Right before the MCU, there was the Civil War event in the comics, which made Iron Man and Captain America popular in the very, very niche realm of comic book readers. There's also the matter of the video games, primarily Marvel Ultimate Alliance, which I'm sure made more people aware of the characters. Still, they were nowhere near household names.
The Thunderbolts/New Avengers actually might get a satisfying conclusion in Secret Wars. Not sure about the Fantastic 4 though. Perhaps another F4 movie would be a good thing.
Okay, so technically Eric Savin appeared in Iron Man 3, but not as Coldblood-7. I'd love to see what Robocop would look like in the MCU. I know we technically got Deathlok but I don't see that ever being canonized.
