At least, that's the story from the comic universe. The cinematic story is just a little different, but kind of/sort of the same.
I'm going to hazard a theory that Sony execs want their cinematic universe to be as successful as half of Marvel Studios output....not like Morbius and the lukewarm anticipation for Kraven and Madame Web.
And in that vein, I think Sony wants Marvel Studios to use Spider-Man 4 to acknowledge their floundering attempts at a Sinister Six universe of films, while Marvel Studio execs don't want to be hamstrung by Sony's corporate greed at the expense of telling a good story, which has been Marvel Studios ethos since Iron Man 1.

I'm more attached to Kang as the overarching villain than I am to Jonathan Majors as Kang's actor. It's not like every Kang variant across the multiverse absolutely has to look like Jonathan Majors.

Even if they were doing the deaging while Daredevil was in production, did the show have the budget to pay for the deaging? One thing doesn't necessitate the other.
So you have two reasons for failing to deage Stick: technological availability, and financial motivation.
There's a really thorough timeline on this site. Most of the flashbacks should be there already, from their respective productions. Any new events should be notated. I'm not on the timeline team, and I haven't privied myself to their discussions, so maybe they overlooked those scenes.
Pretty sure lots of voice actors can pull off a near perfect imitation of Vin Deisel's Groot voice. There's nothing to worry about. Vin didn't bring anything special to the table.

You were supposed to think he was an ally for the first half of the movie. So I think that's why they didn't cast somebody who looked like an obvious villain.
