Also Captain America shouldn't represent America he should represent what it should be, something to aspire to. Also when the creators, characters say that he's Captain America it means he's Captain America, just like Scott Lang is Ant-Man, Hope is Wasp, Johnny Storm is Human Torch, etc.

It still was said. And it doesn't change the fact that Captain America should represent what America should be instead of what it is. Not to mention Steve went against the government multiple times and even abandoned his mantle because of what government was.
