He is currently holding all of the multiverses together that forms the multiverse tree

He can’t leave otherwise the multiverse war starts so he is stuck there

Loki on the other hand can't even move from where he is

Yeah it sounds like the popular theory is that Doom’s goal in the movie is to kill Loki or smth along the lines of that

Loki dies that causes battleworld to be formed and the next multiverse war
