We Don't know for sure who exactly Stark's Sold the Tower to, for all we know he might have just sold it off to the Government when he was Pro Accords as a favor to them and then Val was given it to her by the government when the 2024 President took over (Who's either Ritson who would do something like that or Possibly even Ross Himself).
Also there are some signs that Brave New World is happening not in 2027 but also in 2024 as well with the who Tiamut thing and Sam Cap Forming a new Avengers.
