We Don't know for sure who exactly Stark's Sold the Tower to, for all we know he might have just sold it off to the Government when he was Pro Accords as a favor to them and then Val was given it to her by the government when the 2024 President took over (Who's either Ritson who would do something like that or Possibly even Ross Himself).

Also there are some signs that Brave New World is happening not in 2027 but also in 2024 as well with the who Tiamut thing and Sam Cap Forming a new Avengers.

There is a theory that mostly due to what is going on with Tiamut and why it took so long for America to do anything with him that BNW and Thunderbolts* are set in 2025.

Again it's only a theory right now as I've personally just believe that Ritson is just a massive moron who simply missed that giant Space God that was floating at sea for like 3 years but it is out there.

BNW and Thunderbolts* can't be set in 2025, as they're both said to be set "years" after the events of TFatWS.

BNW might be set in March-April 2027 (according to one interview that says the film is set two years after TFatWS, and this would be 2.75 years after the final events of the show) or early 2029 (considering Ross is likely a new elected president, so one would have to wait until Ritson's 4 year presidential run ends).

Thunderbolts* could be set before or after BNW, I don't think we have any specific hint that tells us when it is set, in relation to that movie.

Why is so hard for people to believed that Ritson could have just got impeached in 2027 after the failure that was his presidency? The Dude started a World War against all Aliens and plunge America into Chaos, he ain't keeping his job.

Also again, the 2025 is only a theory that would fix all the Eternals Problems, I Personally believes that it set in 2027 Post Ritson election.

The biggest obstacle to the idea that Ross is a successor to Ritson after a potential impeachment (or death, as Ritson does seem to be suffering from an illness) is that it is implied that Ross went through a presidential election, which would only occur 4 years after Ritson's.

There is the possibility that this line is never said in the theatrical release, but given its in the trailer it is meant to be picked up. Now of course he could be referring to the election as a whole, which would imply him being a part of Ritson's administration. I was convinced that Raava was supposed to be Ritson's vice-president, but now I am not so sure, but either way she is now dead, so ideally Ross would be next in line, either the vice president or the Speaker of the House of Representatives. If that were the case, then there is strong arguments to suggest BNW is set in early 2027. But other than that, the intention seems to be that Ross was elected as president in a normal fashion, which would have placed the movie in early 2029. One will have to wait and see what the film will reveal.

Maybe Ross is talking about the next Election after this one with that line?

Again I just don't think that US would kept a president that would start a World War against Aliens which does include Asgardians as well. It's the main reason why I think that Ritson was Impeached. Plus there's the issue of his Cancer in his body which means that he probably has to leave his office early. There is also the fact that he didn't seem to care about the death of the Prime Minster of UK.
