No, We don't called Iron Man 2 "Black Widow 1" or Thor "Hawkeye 1" because they were in the film with the Main characters.
Besides, Tony was the Major antagonist of the film not the Protagonist for Cap 3, that's is whether people like it or not still Steve.
I don't think Tony is an antagonist since he saves innocent people.
Tony was the law, Steve was the justice.

What about Thor Ragnarok?
The enemy was Thor's sister, the plot was that Thor had to stop Ragnarok. Hulk just appeared there. He was one of the protagonistics, no the main protagonistic. So, in my opinion, no.
Captain America: Civil War was most close about what do you say. And a little She-Hulk. But again no.
@PowerScorpion You can still be a good guy and still be a antagonist. Tony was in Steve way of stopping the Accords and protecting Bucky from dying so that's make him the antagonist to Steve's Story which is Cap 3.
It's like Thanos was the Protagonist in the Infinity War, it was his story not the Avengers we were following but he ain't a good guy.
