I think that Instead of He Who Remains just telling Loki and Sylvie about his variants and the multiversal war, he would also tell them that he's making sure that Victor Von Doom doesn't exist by making sure that the multiverse doesn't exist so then he doesn't create BattleWorld. And then when Sylvie killed He Who Remains, it created the multiverse and released Victor Von Doom.
