Beats me. The wiki says Maria Rambeau founded the organization, but doesn’t say why, or what it’s a response to.

@Ham Brooks Maria created S.W.O.R.D. to deal with the more powerful stuff S.H.I.E.L.D. isn't equipped to deal with. It stands for Sentient Weapon Observation and Response Division, while S.H.I.E.L.D. stands for Strategic Homeland Intervention, Enforcement, and Logistics Division.

She created it for extraterrestrial missions, most likely after seeing the events of Captain Marvel.

That’s what I was looking for - what SWORD is a response to. It doesn’t have to be a single threat.
