According to the actors and producers they are meant to be the exact same ones. The spell plucked them out the moment they died and brought them alive to the MCU If they were dead.

We don't know what happened to them after they were returned to their world. The idea was that as time was scrambled by the spell, the escence of these villain who were dead were brought alive to the MCU. So it is the same Goblin who died, it is the same Doc Ock who died, it is the same Electro who died. They are the same versions, until they later are not.
