I mean in the comics in terms of them considering Walker the better easier option. While yes, in the show he only got the formula outside of their wishes there. However no, a Super Soldier, regardless of who is only one part of Steve. And was never what made him Captain America.

Once again, Bucky has been trying to Retired From the fight since 2014 after Winter Solider but someone (usually either Steve or Sam, you know the actual Captain Americas) drags him back into it, You can't be Captain America if you don't want to fight. If that was the case then why isn't someone like Tony Stark is worthy of the Shield?
