• He Who Remains seemed to always have means to go to any time/place.

• seemingly just Sylvie who killed He Who Remains.

Cool, but doesn’t really make much sense. How would they know about He Who Remains if they came to life after he died? And even if they did, why would they be so mad, considering that they knew that there was no way they could’ve killed him as his death was a prerequisite for their existence?

I mean that would be an interesting theory that He Who Remains was the actual exile one not Kang

However Kang seemed confident that he was the one who was exiled by the Council of Kang while He Who Remains doesn't seem to be exiled. Where He Who Remains is where he belongs.

Plus he created the TVA and he is the one who is watching over the multiverse so it would be odd if he was the exile one.

Biggest problem with this theory is Kang's backstory in Quantumania. He was clearly sent to the Quantum Realm by the council of Kang because he kept destroying and conquering universes, like He Who Remains said. If it was He Who Remains they were referring to then why put Kang there?
