He can play a Variant of Iron Man just not anyone with the actors who played the current version of the MCU in it (19999/616, 838, etc). You're gonna have to have a recast if Superior Iron Man is in as RDJ won't do Superior Iron Man more darker part of his story like Superior IM being a raging alcoholic all the time.

Also, Doom isn't going to be in this film other then maybe a Cameo and Strange, Cleo, and the rest of the New Characters is definitely going to be in film.

This list seems kind of random, I do somewhat agree with Sam Wilsons Captain America, I would love to see that explored, or War Machine. But, Galactis?

Soo like the only heros that will 100 percent be in what will probably be one of the biggest super hero movies of all time are wolverine molecule man captain America and a couple x men every person on that tier ranking on every level will probably be in the movie

@Superbattleshipyamato Again Keep in mind that Superior Iron Man isn't the Tony you grew up watching through the MCU as he is a completely different character.

Ideally, I'd also want someone else to play Tony (Like a Certain Former Wrestler who would make a excellent Tony) but if no one else but Cruise can play Superior Iron Man then I would take him. Cruise would also be excellent to choose as people can actually root against him unlike RDJ which mostly everyone has a bias to root for his version of Tony no matter what bad he made have done.
