Honestly not surprising. So much got delayed after they realised that rushing all their projects was doing more harm than good.
Plus the fact that the writers are on strike and their big bad for the upcoming crossover movies is in court on assault charges atm

There very clearly has. 17 projects over the course of 2 years is ridiculous. It doesn't give the writers enough time and it doesn't give the VFX teams enough time. As a result we ended up with the mid that was phase four.
Phase 4 wasn't that bad, in my opinion, but I do agree that they needed to slow down a bit.
I think I know the reason why Marvel skip comic con this year.
I was sure they were planning to premiere the Loki S2 trailer at SDCC... eh, they can just post online just with less fanfare.

That’s 17.5 projects using the same resources that Marvel Studios currently has now (Marvel Television’s resources, which made any pre-2021 MCU shows, are now part of Marvel Studios).
Additionally, most of those shows consisted of far more episodes than any Disney Plus show (most Disney Plus shows with forty minute episdoes have six episodes, the Netflix ones have 12 with the same runtime).
So in fact with the same resources we’ve narrowly got fewer projects in two years (which were supposed to be spread out over three) than in 2016 and 2017, and far fewer hours of Marvel content.
The Netflix shows are a different story. They weren't Marvel Studios. So Marvel Studios only made 6 films over those 2 years.
