It's Like's his title said, He's a man out of time and is trying to find himself home which was either always with either Tony/Nat as Friends or with Peggy as lovers. No Matter if you believe that Steve Stay in the main MCU past or went to another Universe, He needed to go back to his home. Once Both Tony and Nat died then Steve had to go back to Peggy.

^I couldn’t have explained it better than this blog. Steve is a man who has constantly put others beg himself even before he got the serum and became Captain America. For all intents and purposes, he gave his life trying to put an end to Hydra and WWll. 100 years later and he’s still giving his all for the sake of others despite knowing that his heart’s desire will never be fulfilled. Throughout infinity saga all he wanted was his to settle down with the love of his life but circumstances just weren’t lined up for him to do so. Until the time travel heist, Steve just decided to commit his life to ensuring the safety of others. After everything he’s done and sacrificed, I don’t blame him for leaving the fight behind for a peaceful life.
His character arc is kind of parallel to Tony's. Steve had to prove that his special power wasn't based on a serum. Tony had to prove he was willing to make a sacrifice play.
I mean, they proved it over and over in almost every movie they were in, so idk.
