Kang would ruin Talokan in seconds. If there was an opening there, it might be with Namora and/or Attuma, whom might not be on the same page with Namor right now.
Do you mean they aren't redeemed as Namor and thus may still carry out questionable actions?
It not about redemption, but I got the impression at the end of the film, they might not be in complete agreement with Namor and his decision to end the conflict with Wakanda. Attuma is usually an antagonist for Namor in the comics. That still could happen in the future Namor’s stories, not necessarily in Kang Dynasty.
They could do an M'Baku/Nakia, and have Attuma be the loyal one to Namor, while Namora be the one antagonizing him (like how W'Kabi switched). That being said, a Talokanil civil war could happen sooner rather than later, and Attuma could ally himself with Kang in exchange for the throne (see Marvel Ultimate Alliance).
That or Namor joins Kang, the same way he joined the Cabal before Secret Wars in an effort to save his reality/his Atlantis.
Man I think you totally missed the mark on both Namors character and Kangs
