Wanda always had magic; the Mind Stone merely drew it out and made her much more powerful than she would have been otherwise. It also appears to have made psionic powers much easier to use. Whether or not Wanda always had Chaos Magic in particular is not clear yet.

So you’re saying Wanda would’ve gotten her powers eventually mind stone or not? The mind stone just amplified them? Well then that begs the question how would she have gotten them if there was no mindstone

We don’t know the original source of Wanda’s magic. We just know that she has had the potential to be a witch ever since she was a child. The difference between witchcraft and the Masters of the Mystic Arts has never been properly explained in canon. My guess is that she was simply born with it.

So she was a mutant in the sense of Deadpool (it having to be activated)

Wanda has magic in her, inherited from whomever. She was born a witch. As Agatha said in the show, her magic would've withered away and died, except the Mind Stone reactivated & augmented her powers.

What I think, is that Wanda and Pietro already had powers but the Mind Stone amplified it. By the time she was born she was destined to be a witch.

She always had magic and the mind stone just made it stronger. I had a theory that her and Pietro were mutants and her mutant ability was her natural affinity to magic while Pietro’s mutant ability was super speed. I also think that her ability activated when their house exploded and the Stark bomb landed in her house. Then when she got got exposed to the Mind Stone, her ability got amplified while the stone activated Pietro’s mutant abilities.
