Okay so Basically He Who Remains is still at his his Heart a Liar which was the whole show was basically based on because pretty much everyone but Maybe Mobius is a Trickster at heart and everyone and everything in that show lying to basically everyone.

My Current Theory is that What happen is that when Sylvie Kills HWM she reset him back to his "Kang" Form and that that HWR is the Original Evil Kang from the first Timeline that HWM Was talking about and there was never a Good Kang except for Maybe IronLad.

Nothing confirmed yet, but I took it as another variant that took charge of the TVA. Since the multiverse was no longer contained by the TVA after Sylvie killed He Who Remains, I am assuming one of his more "sinister" variants was able to take charge. Given the nature of the show and how traveling between timelines seems to indicate time works differently in each universe it makes since that a take over of the TVA can seem instantaneous in Loki's perspective.

That elevator is part of He Who Remains' home, the Citadel at the End of Time. So it's not weird that he sits in his own elevators. But I don't understand your first question with Mobius...

At the end of Loki episode 6, Mobius didn’t seem to know who Loki was.
