Not quite, since thу Watchdogs ideology was based around hatred towards Inhumans specifically, since like y'know they aren't human and are viewed as abnormalities, its less about their powers. The Intelligencia seems to be more broad in that regard. Also, I wouldn't say that the Watchdogs line has much loose ends; Superior is dead, so without proper funding and resources, the Watchdogs seemingly just disbanded
