Probably because of money and power

I think it's because of the rights, maybe these Legends episodes are considered promotion and advertising, and part of the exploitation and distribution rights, which still belongs to Sony and Universal. I'm angry too, because I find it really unfortunate, these episodes are very interesting and allow the spectator a good immersion so as to have a complete summary of the characters. In this case, we're missing the Hulk, Spider-Man, and Doctor Strange story chunks.

Still I really hope it's a rights issue, and not because they deny the Hulk of Edward Norton's from The Incredible Hulk, which would be much worse.

Yes, that is the reason, and to everyone whinging about it, how would you feel if you made something that could make you a lot of money, how would you feel if other people just did what they wanted with it without your permission?

The movie is produced by Marvel Studios and another studio. So it's kinda their own work too. The distribution rights are just from Universal Pictures. I think they share the money.

Could Marvel not just buy back the rights to Hulk? I understand why they can't get the Spider-Man characters back since Sony's actually using them (for better or worse), but has Universal really done anything with Hulk? It's not like they'd be losing the rights to some character that's constantly making them a lot of money

Universal doesn’t do anything because they think they don’t make money.

Maybe Marvel doesn’t need to make a Hulk movie right now, so it’s not on their list of priority to negotiate and buy them.
