Mysterio? from what I recall, the scene showed someone else than Mysterio. if I recall correctly, one of Mysterio's minions; Mysterio had already been dead before that scene.

He probably planned ahead so that even if he died he could still at least ruin Spider-Man's reputation

I guess both Adrian and Quentin had different goals and reason why they did what they did.

Adrian had Liz who liked Peter and probably Toomes didn't want to reveal Peter's identity to Mac because he knew that was wrong

Quentin was on his own and he revealed the identity because he didn't care if it affected Peter's life or not

Vulture probably didn't tell Peter's identity to keep Liz safe
